<p>Naples &#8211; A mafia boss considered  one of Italy&#8217;s 30 most dangerous fugitives has been arrested in Naples, police said on Saturday. Edoardo Contini, 52, had been on the run for seven years. He  was arrested late on Friday in a villa on the outskirts of the  southern Italian city, home to the Camorra crime syndicate which thrives on drug trafficking and extortion.</p>
<p>Franco Roberti, the top anti-mafia prosecutor in Naples,  described Contini as &#8220;the Camorra&#8217;s top criminal mind&#8221;.</p>
<p>&#8220;Edoardo Contini was perhaps the most dangerous boss in  Naples,&#8221; Interior Minister Giuliano Amato said in a statement, adding that police had been on his trail for more than a year.</p>
<p>The arrest followed a series of high-profile sweeps against  the Sicilian Mafia, including last month&#8217;s arrest of &#8220;boss of  bosses&#8221; Salvatore Lo Piccolo after nearly a quarter of a century on the run.</p>
<p>In 2005, Contini was sentenced in absentia to 20 years in  jail for mob association and extortion. He has also been accused of murder, drug trafficking and money laundering.</p>
<p><b> Discarded underwear and socks</b></p>
<p>&#8220;Over the years, he built an economic empire that he  continued to run even as a fugitive,&#8221; police said.</p>
<p>Investigators said large quantities of underwear and socks  had been found in the villa were Contini was hiding, suggesting  he used to throw away his dirty laundry rather than having it  washed, for fear of being caught.</p>
<p>In 2006, Bernardo Provenzano, then the undisputed chief of  the Sicilian Mafia, was arrested after police followed a package of clean laundry sent by his wife.</p>
<p>Prosecutors said Contini appeared to be very concerned about  his meals, personally ordering his menu every week to a woman  who assisted him while he was on the run.</p>
<p>In the villa, police also found scraps of paper known as  &#8220;pizzini&#8221;, which mafia bosses use to send coded messages to   lieutenants.</p>
<p>Contini had been arrested twice, in 1990 and 2000, but was  released on both occasions because the deadline for keeping him  in custody while the investigation was still in progress expired, a  common event in Italy&#8217;s slow justice system.</p>

<p>One of the alleged Mafia leaders arrested in the Project Colisée police sweep faces 36 new criminal charges, including an attempt to extort money from John Xanthoudakis, founder of the troubled Norshield Financial Group.</p>
<p>The new charges were filed yesterday during a brief Quebec Court hearing at the Montreal courthouse, where Francesco Del Balso, 37, reversed his previous stance and waived his right to a preliminary inquiry.</p>
<p>Del Balso was one of six men singled out as the alleged leaders of criminal conspiracies when the Combined Forces Special Enforcement Unit arrested more than 80 people on Nov. 22, 2006.</p>
<p>In a case that is pending, Del Balso and the five others, including Nicolo Rizzuto, the octogenarian father of reputed Montreal Mafia boss Vito Rizzuto, face five counts of acting as leaders in criminal conspiracies such as bookmaking, extortion and drug smuggling.</p>
<p>But prosecutor Yvan Poulin informed Judge André Perreault that Del Balso now faces 36 additional charges. All stem from Project Colisée, the three-year-long investigation that targeted the Montreal Mafia.</p>
<p>Two counts are related to an extortion attempt on Xanthoudakis, head of the hedge fund company now in receivership.</p>
<p>Xanthoudakis and two other Norshield executives face a hearing in May before the Ontario Securities Commission into allegations they moved $215 million worth of investors&#8217; money to a complicated web of offshore entities.</p>
<p>Xanthoudakis was attacked in a lawyer&#8217;s office on Nov. 25, 2005, shortly after Norshield was placed under receivership and had its assets frozen.</p>
<p>Del Balso is accused of committing extortion, through threats or violence, from Nov. 24, 2005, to March 2006. He is also accused of committing extortion against Xanthoudakis for the benefit of a criminal organization.</p>
<p>Evidence gathered during the Project Colisée investigation related to the alleged extortion is under a publication ban.</p>
<p>Besides the case involving the Norshield executive, Del Balso faces charges of extortion involving six other men.</p>
<p>Nineteen of the 36 new charges allege Del Balso was involved in committing crimes for the benefit of a criminal organization.</p>
<p>Three other counts allege Del Balso took part in three cocaine smuggling conspiracies, including one through Trudeau airport.</p>
<p>Del Balso is also charged with being an accomplice after the fact and with obstructing justice in a hit-and-run in Laval on Sept. 23, 2003.</p>
<p>Two other counts are related to an illegal gaming house Del Balso is alleged to have operated on Jean Talon St. E. in St. Léonard from August 2005 to November 2006.</p>
<p>Del Balso had been scheduled to have a lengthy preliminary inquiry that was to begin in March. Instead, he agreed yesterday to merge his case again with the other five alleged Mob leaders.</p>
<p>A new court date for all six has been set for Jan. 17.</p>

<p>Police are claiming another victory in Italy&#8217;s war against the mafia with the arrest of Edoardo Contini, described as &#8220;perhaps the most dangerous boss in Naples&#8221; by the interior minister, Giuliano Amato.Contini, 52, was captured unarmed late on Friday in a small second-floor apartment in Naples from where he allegedly acted as godfather of an empire dealing in drugs, extortion, prostitution, money lending and illegal immigration.</p>
<p>Always smartly dressed, Contini is nicknamed &#8220;O Romano&#8221; for his business connections in Rome. His whereabouts was discovered through a conversation overheard by police bugs, in which he gave detailed instructions on the food to be brought to him by an elderly woman on his payroll and living with her six children in the same building.</p>

<p>To avoid detection, he had not left the flat for months, keeping fit on a treadmill and watching satellite TV. He did not risk using phones or the internet, instead issuing orders through written notes, &#8220;pizzini&#8221;, which he handed to visiting subordinates. After analysing the pizzini found in the flat, police expect to make further arrests.In a further effort to evade detection, he had not seen his wife Maria Aiata since Christmas. And during his stay in the flat he avoided sending clothes out for laundry by ordering in a constant supply of clean underwear &#8211; police found a large quantity of his dirty underwear inside the flat, as well as a wardrobe of designer clothing.</p>
<p>The laundry precaution was an attempt to avoid the fate of Sicilian boss Bernardo Provenzano in 2006, tracked down at a remote hideaway when police followed a supply of freshly washed clothes sent by his wife.</p>
<p>As police burst into Contini&#8217;s flat on Friday, he had been sitting down to eat a pizza with his neighbours; after a half- hearted attempt to leap from a window, he gave himself up and complimented officers on their detective work, according to the Naples newspaper Il Mattino.</p>
<p>On the list of Italy&#8217;s 30 most wanted fugitives, Contini had been taken into custody in 1994 while holidaying with his family in the northern Italian winter resort of Cortina &#8211; but in 2000 was released and disappeared back into hiding when his arrest warrant expired before he had been sentenced.</p>
<p>The clan he allegedly heads is in the so-called Secondigliano Alliance, a powerful player within Naples&#8217;s Camorra network of clans. In 2005 he was sentenced in absentia to 20 years in jail for mob association and extortion. He has also been accused of murder. Recently he had begun to recycle money through jewellery stores in Naples, Il Mattino reported.</p>
<p>Contini had &#8220;built one of the most dangerous and violent cartels&#8221;, alleged Francesco Forgione, president of parliament&#8217;s anti-mafia commission.</p>
<p>Based on their combined income, the mafia clans are reputed to be collectively bigger earners than any company in Italy, but recent arrests have rocked the organisations. The Sicilian boss Salvatore Lo Piccolo, on the run since 1983 and considered an heir apparent to Provenzano, was captured last month near Palermo.</p>
<p>This month, fellow Cosa Nostra boss Daniele Emmanuello was gunned down by police in Sicily as he fled from his hideaway in his pyjamas while attempting to swallow pizzini.</p>
<p>&#8220;We said that we would catch them one by one,&#8221; Amato said. &#8220;That&#8217;s what we&#8217;re doing.&#8221;</p>
<p>Police are having less success rounding up mobsters from the &#8216;Ndrangheta, the shadowy Calabrian mafia behind last summer&#8217;s killing of six Italians in Duisburg, Germany. So tight is its family structure that it rarely produces turncoats for the police to work with. &#8220;Naples gangsters, by contrast, often sing when we arrest them,&#8221; said one law enforcer. Calabrian mobsters have also built links with Colombian cocaine smugglers.</p>

<p>This week, prosecutors in Italy celebrated a key moment in their struggle against the Sicilian mafia, also known as Cosa Nostra: By arresting Salvatore Lo Piccolo, who was set to be the next “boss of bosses,” they <a href="http://www.nytimes.com/2007/11/06/world/europe/06italy.html?ex=1352005200&amp;en=7635bed66ee04681&amp;ei=5088&amp;partner=rssnyt&amp;emc=rss">effectively decapitated</a> the group. Alas, there is another mafia left to fight in the country, and it can’t be defeated that way, according to an Italian prosecutor interviewed last year by <a href="http://www.guardian.co.uk/italy/story/0,,1792782,00.html">Britain’s Guardian</a>:</p>
<blockquote><p>“Cosa Nostra is a pyramid,” says [Enzo] Macri. “Cut off the top of the pyramid by arresting its leader and it has big problems. In Calabria, on the other hand, what you have is a federation. There are moments when some of the elements in the federation will come together, but it is more than anything for purposes of coordination. The ‘Ndrangheta cannot be beheaded.”</p></blockquote>
<p>Prosecutors have also found it much harder to find turncoats among them. While the Sicilians were torn apart by arrests and prosecutions, the ‘Ndrangheta have “virtually impervious family ties,” <a href="http://www.csmonitor.com/2007/1109/p06s01-woeu.html?page=1">The Christian Science-Monitor wrote today</a>:</p>
<blockquote><p>Only 42 turncoats have come from the ‘Ndrangheta, compared with 700 to 1,000 from the Cosa Nostra and 2,000 from the Camorra, [according to Nicola Gratteri, Calabria’s senior magistrate].</p></blockquote>
<p>Yet, it was the Sicilian mafia that <a href="http://www.nytimes.com/2004/11/16/books/16godf.html">captured our imaginations</a>, starting with Mario Puzo’s “Godfather.” The real-life mafia inspired the book, and now the book has fueled a legend that is likely to continue, as it has in the United States, where “The Sopranos” flourished as the Italian mafia was decapitated and eviscerated.</p>
<p>Making that point this morning was a headline this morning in the Italian newspaper La Repubblica: “The Godfather’s Ten Commandments.” After Mr. Lo Piccolo was arrested, a list of rules that reinforced everything that fascinates us about his criminal enterprise was discovered among his notes:</p>
<blockquote><p>1. No-one can present himself directly to another of our friends. There must be a third person to do it.</p>
<p>2. Never look at the wives of friends.</p>
<p>3. Never be seen with cops.</p>
<p>4. Don’t go to pubs and clubs.</p>
<p>5. Always being available for Cosa Nostra is a duty &#8211; even if your wife’s about to give birth.</p>
<p>6. Appointments must absolutely be respected.</p>
<p>7. Wives must be treated with respect.</p>
<p>8. When asked for any information, the answer must be the truth.</p>
<p>9. Money cannot be appropriated if it belongs to others or to other families.</p>
<p>10. People who can’t be part of Cosa Nostra: anyone who has a close relative in the police, anyone with a two-timing relative in the family, anyone who behaves badly and doesn’t hold to moral values.</p></blockquote>
<p>As BBC News naturally compared the list with its <a href="http://news.bbc.co.uk/2/hi/europe/7086716.stm">Biblical antecedent</a>, and a blogger saw <a href="http://www.kottke.org/07/11/the-mafias-ten-commandments">a modern equivalent</a>, the Sicilian mafia was capturing imaginations yet again at the very moment that it was suffering its death blow.</div>

<p>Romanello, 48, had been on the run since June 2004, after being served with an arrest warrant on charges of extortion, criminal damage and illegally carrying weapons and ammunition.</p>

<p>About 80 percent of Palermo&#8217;s 100,000 businesses pay the mafia tax, known as the pizzo, according to Pietro Grasso, Italy&#8217;s top mob prosecutor. The formation of the group, called Libero Futuro or &#8220;A Free Future,&#8221; comes a week after the arrest of Salvatore Lo Piccolo, the suspected Cosa Nostra boss who controlled Palermo&#8217;s extortion racket.</p>
<p>&#8220;Palermo has changed over the course of the last year,&#8221; said Addiopizzo, a consumer association that helped create the business group, in a statement on its Web site. &#8220;The rising number of threats has increased the necessity for a structure that can aid businessmen who want to name their extortionists.&#8221;</p>
<p>Fires, bombings and threats against Sicilian business owners who refused to pay the kickbacks escalated this year. That prompted Italy&#8217;s biggest employers&#8217; group, Confindustria, to threaten to expel any members paying the extortion money. Libero Futuro will be in direct contact with prosecutors and police in case of threats, and will provide legal support to businesses who press charges against mafia henchmen.</p>
<p>&#8220;There&#8217;s no more alibi&#8221; for those who pay extortion, said Francesco Forgione, president of Italy&#8217;s anti-mafia commission, in an e-mail.</p>
<p>With the Nov. 5 arrest of Lo Piccolo in a country villa near Palermo, the police found detailed records of 500 businesses that pay the mob tax in the city. The monthly rate ranged from 500 euros to 20,000 euros ($732-$29,297), investigators said.</p>
<p>In July, the mafia set fire to the Ferramenta Guajana hardware and paint store in Palermo, destroying the family- owned business founded in 1876, because the owner wouldn&#8217;t pay the mob tax, police have said.</p>
<p>Italian crime syndicates, including the Cosa Nostra, together take in about 41 billion euros per year excluding drugs and arms sales, SOS Impresa, a Rome-based group that fights mafia extortion, said on Oct. 22.</p>
<p>Lo Piccolo, 65, who had evaded capture for 23 years, made more than 2 million euros per month with his extortion racket, police said.</p>

<p>Italian police secured another notable success in their fight against organised crime on Monday, arresting Salvatore Lo Piccolo, the man alleged to be the new “boss of bosses” of the Sicilian Mafia.</p>
<p>Mr Lo Piccolo, whose nickname is “The Baron”, was arrested with his son and two others in a raid near Palermo in Sicily.</p>

<p>Police claim Mr Lo Piccolo had emerged only recently as the leader of the Mafia on the island amid infighting following the arrest last year of Bernardo Provenzano.</p>
<p>Mr Provenzano’s arrest came after 43 years on the run. While Mr Lo Piccolo cannot match that, he had been eluding capture since 1983. Italian authorities were understandably elated on Monday, but they warned of possible further feuding and murders.</p>
<p>Francesco Forgione, president of Italy’s anti-mafia commission, said: “The Lo Piccolos are two high-level bosses who were working on strengthening the Mafia after the arrest of Provenzano.</p>
<p>“They were negotiating with the American [crime] bosses, and were particularly attentive to the economic, financial and business interests of the mob families.”</p>
<p>Romano Prodi, Italy’s prime minister, hailed the arrests as “a success for the state . . . and all honest citizens”.</p>
<p>Giuliano Amato, Italy’s interior minister, said the latest arrests demonstrated the ability of the state to dismantle the Mafia’s leadership.</p>
<p>“No organisation can survive for long when it is continuously deprived of its leadership,” he said.</p>
<p>In spite of years of stuttering advances against organised crime, Italian life is still shocked by periodic explosions of violence and businesses are still, according to recent reports, paying widespread protection money to gangsters.</p>
<p>Last month a report by a business group said that the Mafia collectively was Italy’s “biggest company”, taking in about €41bn ($59bn, £29bn) a year in extortion, lending and other activities.</p>
<p>In August six Italian men were killed in western Germany, marking the first time a Mafia feud in Italy’s Calabria region had spread outside the country.</p>
<p>Mr Lo Piccolo began his crime career as a bodyguard for a Sicilian mobster and worked his way up the organisation until he took over after Mr Provenzano’s arrest in 2006. He has been on the run for 24 years.</p>
<p>After Mr Provenzano’s arrest, Mr Lo Piccolo fought for the Mafia’s leadership against another contender, Matteo Messina Denaro, magistrates believe.</p>
<p>Mr Provenzano, who was known as “The Tractor”, took on legendary status because he had managed to elude police for decades.</p>
<p>In the 18 months since Mr Provenzano’s arrest, there have been four Mafia killings that investigators say may have been part of a battle between Mr Lo Piccolo and Mr Denaro for leadership of the crime group.</p></div>
